What is the Minnesota Opportunity Collaborative?
The Minnesota Opportunity Collaborative is a partnership that seeks to inspire investment in designated Opportunity Zones. It brings together developers, investors, businesses, and community development entities to host a statewide project and site directory, hold educational events, and share best practices on a regular basis.
A publicly available Minnesota Opportunity Zone project and site inventory for all collaborative and marketing partners to:
- Display diverse investment opportunities
- Create investment interest
- Assist in securing investments in Opportunity Zones
Statewide Collaboration
Focused on facilitating social and economic impact through long-term, private investment in Minnesota Opportunity Zones that:
- Creates shared space to connect efforts across the state so that more projects/deals come to fruition
- Meets via web conference to share educational materials, policy changes, and each other’s experiences
Providing information, resources, and Opportunity Zone trainings and more to:
- The local economic development professionals with Opportunity Zones located in their communities
- Raise awareness and understanding to the larger community via public informational meetings

What are Opportunity Zones?
Opportunity Zones are census tracts designated by state and federal governments for a new economic development incentive that will remain in place for 10 years.
The 2017 Tax Cut and Jobs Act created this incentive to direct investment into historically disadvantaged communities and neighborhoods. It provides tax benefits to holders of capital gains if they invest returns in designated zones.
What is an Opportunity Fund?
An investment vehicle that is organized as a corporation or a partnership for investing in Opportunity Zone projects or sites.
To qualify for these incentives, investments must be made through a qualified Opportunity Fund. Note: The U.S. Treasury provides rules and guidelines on how to become certified as a qualified Opportunity Fund. Check their website for more details.
